Context

Project leadership is about inspiring the project team to do their best from the outset. This requires a combination of verbal and written communication skills and a range of applied leadership skills. One of the foundational documents that helps “kick off” a project is the Project Charter. The Project Charter describes the entire project in a short, succinct, and presentable document that can be shared with project staff or other stakeholders and aims to commence the project in earnest. The Project Charter helps to clarify the project context, the project team roles, and the goals of the project.

Instructions

You will be given a project case study to use in order to develop your Project Charter. Though all students will receive the same case study, it is expected that each student will think about the project from their own perspective as an up-and-coming project manager in order to formulate a unique Project Charter. You may use one of the templates provided in the learning resources or develop your own format.

Please follow the instructions below:

  • Read the case study provided by your lecturer. This will form the basis for your Project Charter, because you will assume that you are the project manager for this project.
  • After reading the case study, begin to develop your project charter. This needs to be a 2,000- word report (+/- 10%) and must use a minimum of six (6) references (academic literature and industry publications—please consider the case study as a 7th reference). In simple terms, you need to provide a list of key stakeholders along with a strategy that can be used for engaging with them. For writing this, you can consider development of a tabular matrix for outlining relevant project stakeholders along with interaction or communication strategy that can be used for managing communication with that particular stakeholder group.

Road traffic injuries have now emerged as a pressing public health issue in Uganda, this is because it is largely contributing to thousands of fatalities and injuries every year. In fact, an online article by (Uniph, 2024) revealed that 21,473 people were involved in RTAs and somewhat 1,712 (which is equivalent to 8%) were slightly injured, nearly 15,227 (that is equivalent to 71%) were severely injured, and 4,534 (equals to 21%) died on spot. Another finding revealed that the cases of RTIs in 2022 have increased by 19%, in comparison to those which were registered in the previous year. Another study by (Balikuddembe et al., 2017) revealed that Uganda, at present, has experienced RTI deaths at somewhat around 28.9% per 100,000 populations. In response to this, the Ugandan government, in partnership with Starhealth has initiated this project to enhance emergency response times (particularly for RTI victims) during covid-19 pandemic. The main goal of this project is to minimize the amount of time taken by ambulances to reach accident scenes from 3 hours to less than an hour (Simplilearn, 2013).

  • Firstly, there are budgetary constraints associated as the assigned project budget which is equivalent to UGX 82 billion may not be sufficient to cover expenses of all activities and those unexpected expenses
  • The assigned timeline of project i.e. one year seems too ambitious, given the underling complex nature of the project. The project might get delayed because of covid 19 pandemic, and it may require some sort of re-adjustments, which can add to the time constraint

Some project limitations are

  • There are high possibilities that ambulance staff may face challenges in adapting advanced digital tools (like working of ODK toolkit)
  • Uganda’s poor infrastructure like poor road conditions and limited internet access could hinder project progress. There are high chances that poor road conditions may increase ambulance response times, thereby neglecting effectiveness of digital tools employed (Asana, 2024).

  • In Ugandan case study project, the team discussed project challenges, like implementation challenges in context of the pandemic. Fear of infection or chances of cross contamination amongst staff and public are some prominent concerns.
  • Different types of technical challenges related to ODK tool, like data security breaches, or system failures or users because of unfamiliarity with the system could impede RTI project success.
  • Also, it is important to note that any kind of system failure or inaccurate data collection could result in flawed decision-making.
  • Staff resistance to use new tech powered solutions can also hinder project’s smooth implementation. Staff resistance from ambulance staff, healthcare service providers or government officials could possibly stem from the fact, that they lack knowledge and skills required to use new technology solution, or concerns about job security.
  • Further, there are many kinds of security risks as well, which are linked to RTI Ugandan project, like theft of ambulances or medical equipment, which could substantially disrupt project activities, and can even endanger staff.
  • There are also many ethical considerations which are all linked to the RTI Ugandan project, like risks to data privacy or data confidentiality. For instance, it might happen that perpetrators may exploit digital platforms to fetch patient information, which they can misuse to conduct illicit activities.
  • Any sort of equipment failure (like malfunctioning ambulances or smartphones) could possibly disrupt the provision of emergency services, and data collection efforts, it could make it challenging for hospital staff to minimize RTI response time, which was original goal of this project.
